Incorrect table mark-up on the 'Dashboard' page.

Bug Description:

On the 'Dashboard' page, the table present to give information about 'State', 'Today', 'Total' (that becomes available below 'Vaccination Trends ' heading) does not have defined for the first row. As a result, the coloumn headers are not announced for screen reader users.
