Important announcement modal cannot be closed using keyboard
Bug Description:
When a user lands on this page, a popup shows up with an important announcement. The keyboard users are not able to close it using the 'Escape key'. Also, while tabbing, the focus does not come to this modal and instead stays behind this popup.
