Navigation Menu items not reachable in correct order by keyboard

Bug Description:

When the navigation menu is opened by pressing the enter key on the nav icon, the list items are not reachable by the keyboard immediately. Instead, the tab press keeps navigating to the district options, although they are not currently active.
