No access to image pop up unless via hover

Bug Description:

We focused in how states in the US presented COVID data to the public. In this state, Florida image of data can be enlarged to view. But this interaction is not keyboard accessible. A user can only enlarge the image by hovering with a mouse. Also the note the 3 images had no alt text.
