Definition List content not in tab order, unable to be shuttered open by keyboard users.

Bug Description:

The definition list items: • Community Guidance and Recommendations - Vaccinated • Community Guidance and Recommendations - Unvaccinated • COVID-19 Variants Are shuttered closed and do not appear in the tab order. Keyboard only users are not able to toggle them open to access the information contained hidden inside.
